WP5 - Governance for water reuse: policy, public engagement and stakeholder collaboration

The general objective of WP5 is to demonstrate the governance barriers that water reuse schemes face in daily practice and the response strategies that stakeholders involved have developed or could potentially develop in order to deal with these barriers. This will be done by learning from both existing practices in DEMOWARE demonstration sites and from international experiences.

This will be done by learning from both existing practices in DEMOWARE demonstration sites and from international experiences.

Specific attention will be paid to three governance dimensions:

  1. The absence of supportive policies and regulatory frameworks;
  2. Public engagement, and;
  3. Stakeholder collaboration.

Tailored and targeted advice to DEMOWARE demonstration sites will help them to move towards supportive governance frameworks for water reuse. This will particularly be done for the long standing reuse schemes of Torreele and Shafdan and the newer schemes of OFWRP, Sabadell, Torre Marimon and Capitanata.

Apart from being well distributed geographically, these demonstration sites are located in both urban and rural areas and represent different types of water reuse. This should help highlight the full range of governance barriers that can potentially affect reuse schemes.

WP5 specifically aims at:

  • Learning from the water reuse governance challenges (arising from policy and regulatory frameworks and/or public perceptions and involvement) that have previously affected long-standing demonstration sites (Torreele & Shafdan) and how these challenges were overcome.
  • Learning from the water reuse governance challenges that currently affect newer demonstration sites (OFWRP, Sabadell, Torre Marimon and Capitanata).
  • Learning from international examples and experiences around the governance challenges associated with water reuse.
  • Delivering tailored and targeted advice to demonstration sites to help them move towards supportive governance frameworks for water reuse technology.
